Adams County Legislative & Judicial Committee met October 8. 

Here is the minutes as provided by the committee:

Attendance:

• Legislative and Judicial Committee

      o Present: Ryan Niekamp, Theresa Bockhold, Raquel Piazza, Todd Duesterhaus

      o Absent: Ryan Hinkamper

• Also Present: Todd Eyler and Wendy Venvertloh

      The meeting began at 6:00 p.m.

• Bills

      o The bills were reviewed and approved.

• A motion to approve last month’s meeting minutes was made by Todd Duesterhaus and seconded by Theresa Bockhold – the motion was approved

• New Business

      o Firework Permit –

              Request from Point D’Vine, LLC for approval of a fireworks permit for November 2, 2019 for a Wedding Event held at Point D’Vine, 276 Highway 57, Quincy. – motion by Todd Duesterhaus and seconded by Theresa Bockhold – the motion was approved

      o Liquor License –

             Request from the Coatsburg Lions Club for a One-Day Liquor permit for the Honey Creek Deere Classic to be held October 20, 2018 at the Paloma Park Community Building.- motion by Todd Duesterhaus and seconded by Theresa Bockhold – the motion was approved

      o County Code –

             Discussion & Possible Action - Code of Conduct..- motion by Raquel Piazza and seconded by Theresa Bockhold – the motion was approved and will be put before the full county board next week

      o Resolutions

             2019-10-001-022 -Ordinance Establishing a County Cannabis Retailers’ Occupation Tax in the County of Adams, Illinois and setting the tax rate. Ryan Niekamp indicated this was a simple revision from the previous resolution - motion by Theresa Bockhold and seconded by Raquel Piazza – the motion was approved and will be put before the full county board next week

• Other

      o Ryan Niekamp indicated the full County Board would vote on the Employee Handbook at next week’s meeting

      o Ryan Niekamp indicated a preliminary CFY20 budget would be presented at next week’s County Board meeting

      o Ryan Niekamp reported union contract negotiations have just begun

      o Ryan Niekamp stated there would be a meeting on October 10, 2019 at 5:30 p.m. in the Court Board Room to discuss the proposed changes to the cost of medical insurance for Adams County employees

The meeting adjourned at 6:45 p.m.
