City of Quincy City Council met Oct. 21.

Here is the minutes provided by the council:

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.

The following members were present:

Ald. McKiernan, Entrup, Bergman, Bauer, Finney, Ernst, Farha, Rein, Mast, Reis, Awerkamp, Uzelac, Holtschlag. 13. Absent: Ald. Sassen. 1.

Ald. Ernst moved Ald. Sassen be excused from this meeting. Motion carried.

The minutes of the regular meeting of the City Council held October 15, 2019, were approved as printed on a motion of Ald. Holtschlag. Motion carried.

Legal Counsel: Assistant Corporation Counsel Bruce Alford.

The City Clerk presented and read the following:

PETITION

By Quincy University/Women’s Basketball requesting permission to conduct a raffle and have the bond requirement waived from 10/23/19 to 12/17/19. The City Clerk recommends approval of the permit.

Ald. Holtschlag moved the prayer of the petition be granted. Motion carried.

RESOLUTION

WHEREAS, the City of Quincy Central Services Department has the distinct responsibility to provide a safe transpor- tation system for the citizens of Quincy; and

WHEREAS, snow and ice control is essential to provide a safe transportation system for the citizens of Quincy; and

WHEREAS, the City of Quincy applied for and is eligible to participate in the Illinois Central Management Services (CMS) joint procurement process for rock salt; and

WHEREAS, CMS has stated that they have made every effort to secure salt at the best available price for their partici- pants; and

WHEREAS, it is in the best interest of the citizens of Quincy that the Department of Central Services secure adequate salt quantities before supplies become limited; and

WHEREAS, inadequate supplies of salt during snow and ice events may cause a situation that is a detriment to public health and safety; now

THEREFORE BE IT RESOLVED, the Director of Central Services and the Central Services Committee recommend to the Mayor and City Council that the unit price per ton of $69.26 for a requested amount of 3,000 tons, totaling the amount of $207,780.00 be accepted.

(Motor Fuel Tax allocation for FY 2020 is $210,000)

Ald. Holtschlag moved for the adoption of the resolution, seconded by Ald. Uzelac, and on the roll call each of the 13 Aldermen voted yea, with 1 absent. Motion carried.

RESOLUTION

WHEREAS, the City of Quincy owns the Waste Water Treatment Plant and is responsible for the repair and mainte- nance of the facility and equipment used for the treatment of waste water; and,

WHEREAS, the Department of Utilities recently requested quotes for the repair of a leak on a 12” overhead pipe and replacement of an overhead check valve; and,

WHEREAS, the following quotes were received: Keokuk Contractors

Keokuk, Iowa $12,500.00

Prairie State Plumbing & Heating Quincy, Illinois $10,600.00

Sparrow Plumbing Quincy, Illinois $10,000.00

WHEREAS, the Director of Utilities and Engineering has reviewed these quotes and finds them to be acceptable; and, 

WHEREAS, funding for this project is available in the 2019/2020 fiscal year Sewer Fund budget; now, 

THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering and the Utilities Committee recommend to the Mayor and Quincy City Council that normal bidding requirements be waived and the quote in the amount of $10,000.00 from Sparrow Plumbing of Quincy, Illinois, be accepted.

Ald. Bauer moved for the adoption of the resolution, seconded by Ald. Mast, and on the roll call each of the 13 Aldermen voted yea, with 1 absent. Motion carried.

ORDINANCE

Adoption of an ordinance entitled: An Ordinance Amending Title VII (Traffic Code) Of Chapter 82 (No Parking Zones) Of The Municipal Code Of The City Of Quincy Of 2015. (South curb line of Jersey extending south to the north curb line of Park Place.)

Ald. Holtschlag moved the adoption of the ordinance, seconded by Ald. Uzelac, and on a roll call each of the 13 Aldermen voted yea, with 1 absent.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

ORDINANCE

Adoption of an ordinance entitled: An Ordinance Amending Ordinance No. 19-16 Granting A Special Permit For A Planned Development at 2500 North 24th Street.

Ald. Ernst moved the adoption of the ordinance, seconded by Ald. Finney, and on a roll call each of the 13 Aldermen voted yea, with 1 absent.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

ORDINANCE

Second reading of an ordinance entitled: An Ordinance Amending The 2019-2020 Fiscal Year Budget. (Quincy Regional Airport Entitlement Grant – Additional revenue-$1,134,732)

Ald. Farha moved the requirements of Section 32.31 of the City Code of the City of Quincy be waived and the ordinance adopted, seconded by Ald. Rein, and on a roll call each of the 13 Aldermen voted yea, with 1 absent.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

ORDINANCE

First reading of an ordinance entitled: An Ordinance Amending The 2019-2020 Fiscal Year Budget. (Add Census Grant revenues/expenditure $74,000, amend Self-insurance budget for additional premium from Transit due to additional costs $60,000.)

Ald. Farha moved the ordinance be read by its title, seconded by Ald. Holtschlag. Motion carried. The City Clerk read the ordinance by its title.

ORDINANCE

First reading of an ordinance entitled: An Ordinance Amending The 2019-2020 Fiscal Year Budget. (Additional revenues to increase General Fund $707,179 and Central Services $70,000.)

Ald. Farha moved the ordinance be read by its title, seconded by Ald. Holtschlag. Motion carried. The City Clerk read the ordinance by its title.

Ald. Farha, seconded by Ald. Holtschlag, moved the reports be received and vouchers be issued for the various amounts and on the roll call each of the 13 Aldermen voted yea, with 1 absent. Motion carried.

MOTIONS

Ald. Entrup moved to allow Temporary “No Parking” signs at 1717 Maple on October 25th and 26th from 6:00 p.m. to 9:00 p.m. allowing temporary closing at 1707-1717 Maple for Fright Night for the Honor Flight. Motion carried.

Ald. Ernst moved to close 27th between Elm and Lind on October 26th from 5:00 p.m. to 10:00 p.m. allowing a band from 7:00 p.m. to 10:00 p.m. Barricades needed. Motion carried.

Ald. Reis move to close Payson, west of 16th to the alley, on October 26th from 2:00 p.m. to 10:00 p.m. for a neighborhood Halloween Party. Barricades needed. Motion carried.

The City Council adjourned at 7:12 p.m. on a motion of Ald. Ernst. Motion carried.
