City of Quincy City Council met Sept. 30.

Here is the agenda provided by the council:

PETITIONS

By the following organizations requesting permission to conduct a raffle and have the bond requirement waived: Quincy Elks Lodge #100 from 10/1/19 to 11/2/19 and Arts Quincy/Quincy Society of Fine Arts from 10/5/19 to 12/5/19. The City Clerk recommends approval of the permits.

Ward 3 By North End Tavern requesting permission to waive Sections 111.096 (a) Consumption and Possession of Alcoholic Liquor or Beverage on Public Streets, alleys, Sidewalks and Lots, 111.096(d) (Permitting Open liquor to leave licensed premises) and 111.067 (a) (Selling Outside of Licensed Premises) on October 20th from noon to 7:00 p.m. for a cancer benefit for Donna Seckman. They also request to close 24th & Cedar St. east to the end of the parking lot.

By the Quincy Lions Club requesting permission to hold their annual “Candy Day” sale on October 4th and October 5th at various locations throughout the City from 7:00 a.m. to 8:00 p.m.

Ward 3 By the Adams County Health Department and the Illinois Environmental Protection Agency requesting approval to close Maine St. from 52nd to 54th Streets on October 12th for a Household Hazardous Waste Collection Day at 101 N 54th St.

Ward 7 By On The Rail, 129 S. 4th, requesting permission to waive Section 111.096 (a) (Consumption and Possession of Alcoholic Liquor on Public Streets, Alleys, and Sidewalks and Lots), Section 111.096 (d)

(Permitting open liquor to leave licensed premises), Section 111.067(a) (Selling outside of Licensed Premises) on October 12th from noon to 7:00 p.m. for a Bags Tournament. They are using their north business parking lot which will be fenced in with only one way in and out. The Quincy Police Department approves this request.

Ward 4 The petition by Debbie Bunfill, requesting permission to waive the noise ordinance until 11:00 p.m. for a wedding reception with a band at 1636 Kentucky scheduled for October 5th was tabled for one week 3 by Ald. Sassen.

REPORTS OF THE QUINCY PLAN COMMISSION

Ward 2 Recommending approval of the vacation of 20-ft. by 167-ft. portion of an east-west alley located in the block bounded by vacated N. 11th, N. 12th, Spring and Broadway.

Ward 3 Recommending approval of an amendment to a special permit for a planned development granted by Ordinance No. 19-16, to allow four additional self-storage buildings as shown on a preliminary plan presented to be installed on property at 2500 North 24th St.

RESOLUTION

Airport Director and Aeronautics Committee recommending approval of the low bid from Complete Asphalt Service, Pittsfield, IL, in the amount of $50,483.20 for the Crack Seal Maintenance of Runway 18/36 Project.

ORDINANCE

Second presentation of an ordinance entitled:

Ward 3 An Ordinance Annexing Certain Territory To The City Of Quincy, Adams County, Illinois. (2910, 2912, 2914, 2916, 2918, 2920 North 23rd St. and 2910, 2911, 2912, 2913, 2914, 2915, 2916, 2917, 2918, 2919, 2920 Bankers Way.)
