City of Quincy City Council met Oct. 22.

Here is the minutes provided by the council:

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.

The following members were physically present:

Ald. Goehl, Entrup, Bergman, Bauer, Ernst, Farha, Sassen, Rein, Lepper, Reis, Heinecke, Holtschlag. 12.

Absent: Ald. Havermale, VanCamp. 2.

Ald. Farha moved the absent Aldermen be excused from this meeting. Motion carried.

The minutes of the regular meeting of the City Council held October 15, 2018, were approved on a motion of Ald.

Ernst. Motion carried.

Legal Counsel: Corporation Counsel Lonnie Dunn.

The City Clerk presented and read the following:

RESOLUTION

WHEREAS, one of the most important pieces of equipment to a firefighter is their Self-contained Breathing Apparatus “SCBA”; and,

WHEREAS, the expected life cycle of a SCBA is fifteen years; and,

WHEREAS, the Quincy Fire Department advertised for Requests for Proposals to replace our current fleet of SCBA; and,

WHEREAS, four proposals were received - one was not considered as it did not meet the criteria laid forth; and, WHEREAS, the three proposals considered were:

Municipal Emergency Services - $431,577 AEC - $277,590

Sentinel Emergency Solutions - $274,499: and

WHEREAS, the Quincy Fire Department has been awarded an assistance to Firefighters Grant that covers 90% of the cost of the purchase; and

NOW THEREFORE BE IT RESOLVED, that the Chairman of the Fire Aldermanic Committee and the Fire Chief recommend to the Mayor and City Council that the Fire Chief be authorized to purchase 38 SCBA and all of the necessary accessories in the amount of $274,499 from Sentinel Emergency Solutions with the City’s portion of the purchase being $24,954.46.

Ald. Bergman moved for the adoption of the resolution, seconded by Ald. Bauer, and on the roll call each of the 12

Aldermen voted yea, with 2 absent. Motion carried.

RESOLUTION

WHEREAS, the City of Quincy Central Services has a frontline snow/sewer truck that has bad injectors and an oil pump that needs replacing.

WHEREAS, this truck is currently at Rush because the engine won’t start. Rush said the injectors and oil pump are bad on a 2008 International 7400 4X2 Truck #46. Low oil pressure will take out bearings and keep it from starting which is what needs replacing. The importance of this job is, if they do the work, it will have a warranty. If we don’t do this it could cost us an engine.

WHEREAS, funds have been appropriated in the current Fiscal Year Budget for this type of repair,

NOW, THEREFORE BE IT RESOLVED, that the Director of Central Services and the Central Services Committee recommend to the Mayor and the City Council that Rush Truck Center, in the amount of $3,900, be paid to install new

injectors and an oil pump in Snow/Sewer Truck #46.

Ald. Sassen moved for the adoption of the resolution, seconded by Ald. Heinecke, and on the roll call each of the 12 Aldermen voted yea, with 2 absent. Motion carried.

ORDINANCE

Adoption of an ordinance entitled: An Ordinance Granting A Special Use Permit For A Planned Development. (1203 Harrison)

Ald. Reis moved the adoption of the ordinance, seconded by Ald. Sassen, and on a roll call each of the 12 Aldermen voted yea, with 2 absent.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

ORDINANCE

First presentation of an ordinance entitled: An Ordinance In Connection With Rights And Responsibilities Related To Locally Imposed And Administered Taxes Of The City Of Quincy, Illinois.

Ald. Farha moved the ordinance be read by its title, seconded by Ald. Sassen. Motion carried. The City Clerk read the ordinance by its title.

ORDINANCE

First presentation of an ordinance entitled: An Ordinance Amending Chapter 43 (Budget) Of The Municipal Code Of The City Of Quincy. (Capital Projects Fund Budget Policy - Fund 301)

Ald. Farha moved the ordinance be read by its title, seconded by Ald. Sassen. Motion carried. The City Clerk read the ordinance by its title.

ORDINANCE

First presentation of an ordinance entitled: An Ordinance Amending Chapter 43 (Budget) Of The Municipal Code Of The City Of Quincy. (Cash Reserves Policies)

Ald. Farha moved the ordinance be read by its title, seconded by Ald. Sassen. Motion carried. The City Clerk read the ordinance by its title.

ORDINANCE

First presentation of an ordinance entitled: An Ordinance Amending Title IX (General Regulations) Of Chapter 90 (Animals) Of The Municipal Code Of The City Of Quincy Of 2015. ($50 for a Live Animal Static Display)

Ald. Heinecke moved the ordinance be read by its title, seconded by Ald. Rein. Motion carried. The City Clerk read the ordinance by its title.

Ald. Farha, seconded by Ald. Sassen, moved the reports be received and vouchers be issued for the various amounts and on the roll call each of the 12 Aldermen voted yea, with 2 absent. Motion carried.

REQUEST TO SPEAK

Written request to speak under suspended rules by Chip Owen, The District, regarding The District’s “Light The Park”.

Rules Suspended

Ald. Sassen moved the rules be suspended at this time to hear from the above individual. Motion carried.

Chip Owen, Vice President of The District, stated they have Santa coming to The District on November 24th and every Thursday after until Christmas. They are wanting to “Light The Park” and are starting a campaign for donations to buy the lights. Individual or Corporate Sponsors are encouraged.

Ald. Sassen moved the rules be resumed. Motion carried.

The City Council adjourned at 7:12 p.m. on a motion of Ald. Ernst. Motion carried.
