City of Quincy City Council met Oct. 29.

Here is the minutes provided by the council:

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.

The following members were physically present:

Ald. Goehl, Entrup, Bergman, Bauer, Ernst, Havermale, Farha, Sassen, Rein, Lepper, VanCamp, Reis. 12.

Absent: Ald. Heinecke, Holtschlag. 2.

Ald. Ernst moved the absent Aldermen be excused from this meeting. Motion carried.

The minutes of the regular meeting of the City Council held October 22, 2018, were approved on a motion of Ald.

Ernst. Motion carried.

Legal Counsel: Corporation Counsel Lonnie Dunn.

The City Clerk presented and read the following:

PETITIONS

By Quincy University/Mart Heinen Booster Club requesting permission to conduct a raffle and have the bond requirement waived from 11/29/18 to 01/27/2019. The City Clerk recommends approval of the permit.

Ald. Sassen moved the prayer of the petitions be granted. Motion carried.

A revocable permit application for encroachment of city right-of-way by Parker’s Pub, 1000 Maine, requesting permission to block the sidewalk on the west (South 10th Street) side of the building at 1000 Maine while repairs are being made to the exterior of the building. This section of sidewalk will be closed November 5th through 16th weather permitting. The Utilities and Engineering Director presents this subject to 4 conditions.

Ald. Sassen moved the prayer of the petitions be granted. Motion carried.

REPORTS OF QUINCY PLAN COMMISSION

Recommending approval of a subdivision of property located east of Cannonball Rd. and north of Greenbriar Ave. under the “small tracts” provision of the subdivision ordinance.

Ald. Havermale moved the report be received and concurred in. Motion carried.

Recommending approval of the subdivision of an unaddressed 4.9 acre property located east of Rose Valley Lane under the “small tracts” provision.

Ald. Lepper moved the report be received and concurred in. Motion carried.

Recommending approval of a zoning change from M1 (light Industrial) to RU1 (Rural) for an unaddressed 4.9 acre property located east of Rose Valley Lane.

Ald. Lepper moved the report be received and concurred in and an ordinance drafted. Motion carried.

BANK STATEMENTS OF CONDITION

The bank statements of condition of the Town & Country Bank, State Street Bank and First Bankers Trust for June, 2018, were ordered received and filed on a motion of Ald. Farha. Motion carried.

Second presentation of an ordinance entitled: An Ordinance Amending Title IX (General Regulations) Of Chapter 90 (Animals) Of The Municipal Code Of The City Of Quincy Of 2015. ($50 for a Live Animal Static Display)

ORDINANCE

First presentation of an ordinance entitled: An Ordinance Amending The 2018-2019 Fiscal Year Budget. ($1,300,000: Increase in Water Fund #501 to construct water main extensions, and transmission mains, North 18th St. improvements, and water service at new jail.)

Ald. Bauer moved the ordinance be read by its title, seconded by Ald. Entrup. Motion carried. The City Clerk read the ordinance by its title.

Ald. Farha, seconded by Ald. Sassen, moved the reports be received and vouchers be issued for the various amounts and on the roll call each of the 12 Aldermen voted yea, with 2 absent. Motion carried.

REQUEST TO SPEAK

Written request to speak under suspended rules by Danny Holstein, 630 Chestnut, regarding maintenance and usability of sewer on the 6th block of Chestnut.

Rules Suspended

Ald. Bauer moved the rules be suspended at this time to hear from the above individual. Motion carried.

Danny Holstein, 630 Chestnut, regarding maintenance and usability of sewer on the 6th block of Chestnut. He stated he was there to solicit council to clear out the lateral sewer lines that go across five properties on his street. Mr. Holstein paid the full amount of the five houses. An amount of $525 was paid to Circle Sewer to clean out the laterals. He is asking for reimbursement of those other houses and if no reimbursement then some guidance.

Ald. Ernst moved the rules be resumed. Motion carried.

MOTIONS

Ald. Bauer moved to close 6th, Chestnut to Cherry on November 10th from 7:00 a.m. to 5:00 p.m. to allow the Veteran’s Tiny House group to build a second house. They have insurance that covers the city. They are also asking permission to use the empty lot owned by the city at 1025 N. 6th. Motion carried.

Ald. Lepper moved to give permission for JWCC Softball 5K Color Run to be held on November 3rd starting the run at 9:00 a.m. starting at the west parking lot of the gym, east to the back side of JWCC, south along the back side of JWCC, west to 48th staying in the lane to the north, north on 48th to Woodland Trail, west on Woodland Trail to Quail Creek Dr., north and west on Quail Creek Dr. to Hampton Lane, west on Hampton Lane to Harrison Plaza, west on Harrison Plaza to Edinburg Dr., south on Edinburg Dr., to Newcastle Dr., east on Newcastle Dr. to Cadbury Ridge, north on Cadbury Ridge to Hampton Lane, east on Hampton Lane to Quail Creek Dr., east and south on Quail Creek Dr. to Woodland Trail, east on Woodland Trail to 48th Street, south on 48th, to JWCC North driving lane, east in the parking lot to the front of JWCC, north across the front of JWCC and west to the parking lot of the gym. Motion carried.

The City Council adjourned at 7:21 p.m. on a motion of Ald. Havermale Motion carried.
