City of Quincy City Council met Nov. 5.

Here is the minutes provided by the council:

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.

The following members were physically present:

Ald. Goehl, Entrup, Bergman, Bauer, Ernst, Havermale, Sassen, Rein, Lepper, VanCamp, Reis, Heinecke, Holtschlag.

Ald. Sassen moved Ald. Farha be excused from this meeting. Motion carried.

The minutes of the regular meeting of the City Council held October 29, 2018, were approved on a motion of Ald. Havermale. Motion carried.

The monthly reports of the City Clerk, the City Treasurer and the City Comptroller for the month of October, 2018, were ordered received and filed on a motion of Ald. Havermale. Motion carried.

CITY OF QUINCY COMPREHENSIVE ANNUAL FINANCIAL REPORT FOR YEAR ENDING APRIL 30, 2018

The City Of Quincy Comprehensive Annual Financial Report for the year ending April 30, 2018, was ordered received and filed on a motion of Ald. Sassen. Motion carried.

CITY OF QUINCY POSTRETIREMENT HEALTH PLAN GASB 74/75 FINANCIAL STATEMENT FISCAL YEAR ENDING APRIL 30, 2018

The City Of Quincy Postretirement Health Plan GASB 74/75 Financial Statement for the year ending April 30, 2018 was ordered received and filed on a motion of Ald. Sassen. Motion carried.

QUINCY POLICE PENSION FUND ACTUARIAL VALUATION REPORT – ILLINOIS DEPARTMENT OF INSURANCE AS OF MAY 1, 2018

The Quincy Police Pension Fund Actuarial Valuation Report for the year ending May 1, 2018 was ordered received and filed on a motion of Ald. Sassen. Motion carried.

QUINCY FIRE PENSION FUND ACTUARIAL VALUATION REPORT – ILLINOIS DEPARTMENT OF INSURANCE AS OF MAY 1, 2018

The Quincy Fire Pension Fund Actuarial Valuation Report for the year ending May 1, 2018 was ordered received and filed on a motion of Ald. Sassen. Motion carried.

CERTIFIED COPY OF THE ANNUAL TREASURER’S REPORT FOR YEAR ENDING APRIL 30, 2018

The Certified Copy Of The Annual Treasurer’s Report for the year ending April 30, 2018, was ordered received and filed on a motion of Ald. Sassen. Motion carried.

PUBLIC FORUM

Jeff Kerkhoff, 1221 Spruce, on the president election of 1916 and the waning years of the progressive era plus related and current topics. He had a handout for the city council.

Kathleen Helsabeck, 526 Jersey, Quincy Public Library - update on circulation stats and computer usage.

RESOLUTION

WHEREAS, the City of Quincy is obligated to fund the Police and Fire Pensions under Illinois Pension Code Article 3 section 125 and Article 4, sect 118; and,

WHEREAS, the City of Quincy has contracted with private actuary TWS to provide the pension actuarial valuations and GASB disclosures for audit reporting for fiscal year ended April 30, 2018; and,

WHEREAS, the State of Illinois Department of Insurance has provided the pension actuarial valuations for fiscal year ending April 30, 2018; and

WHEREAS, each valuation has produced the actuarial determined accrued liability, value of assets, unfunded accrued liability, and the annual recommended contribution as prescribed by the Illinois Pension Code as follows; and,

WHEREAS, the pension contribution for fiscal year beginning May 1, 2019, ending April 30, 2020, is funded by the 2018 property tax levy; and,

WHEREAS, the City of Quincy recognizes the need to fund the pensions at the highest level to ensure adequate funding for future growth; now,

THEREFORE BE IT RESOLVED, the City Comptroller and City Treasurer recommend to the Mayor and City Council to authorize pension funding for the fiscal year beginning May 1, 2019, and ending April 30, 2020, for the Fire Pension at $3,388,575 and for the Police Pension at $3,238,862.

RESOLUTION

WHEREAS, Section 7-1-13 of the Illinois Municipal Code authorizes and contemplates that unincorporated territories which are wholly bounded by the corporate limits of a municipality be annexed to such municipality; and,

WHEREAS, the following described real estate is wholly bounded by the corporate limits of the city of Quincy:

That part of the Southeast Quarter (SE 1⁄4) of Section Twenty-three (23) in Township One (1) South of the Base Line and in Range Nine (9) West of the Fourth Principal Meridian, more particularly bounded and described as follows:

Commencing on the East line of said Quarter Section at a point Nine Hundred Eighty-eight (988) feet North of the Southeast corner of said Quarter Section; thence running North at a variation of 06 degrees 20 minutes One Hundred (100) feet; thence running West at a variation of 06 degrees 55 minutes Two Hundred Thirty (230) feet; thence running North at a variation of 06 degrees 20 minutes One Hundred (100) feet; thence running West at a variation of 06 degrees 55 minutes Eight Hundred Thirty-two and Four Tenths (832.4) feet; thence running South Two Hundred (200) feet; thence running East of a line parallel with the said North line One Thousand Sixty-two and Four Tenths (1062.4 ) feet to the place of beginning, situated in Adams County, Illinois;

WHEREAS, notice of proposed annexation must be given to any Township Supervisors, Fire Protection District Trust- ees and Library District Trustees, which exercised jurisdiction over such territory.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the city of Quincy, Adams County, Illinois, that the city of Quincy proposes to annex the above-described property and the City Clerk is hereby directed to give notice of said proposed annexation in accordance with Section 7-1-1 of the Illinois Municipal Code.

Entrup, Bergman, Bauer, Ernst, Havermale, Sassen, Lepper, VanCamp, Reis, Heinecke, Holtschlag, Goehl. 12. Nay: Ald. Rein. 1. Absent: Ald. Farha. 1. Motion carried.

RESOLUTION

WHEREAS, the City of Quincy Central Services Department has the distinct responsibility to provide a safe transpor- tation system for the citizens of Quincy; and

WHEREAS, snow and ice control is essential to provide a safe transportation system for the citizens of Quincy; and

WHEREAS, the City of Quincy applied for and is eligible to participate in the Illinois Central Management Services (CMS) joint procurement process for rock salt; and

WHEREAS, CMS has stated that they have made every effort to secure salt at the best available price for their participants; and

WHEREAS, the City of Quincy has approximately 700-800 tons of salt in storage at this time for snow and ice control; and

WHEREAS, it is in the best interest of the citizens of Quincy that the Department of Central Services secure adequate salt quantities before supplies become limited; and

WHEREAS, inadequate supplies of salt during snow and ice events may cause a situation that is a detriment to public health and safety; now

THEREFORE BE IT RESOLVED, the Director of Central Services and the Central Services Committee recommend to the Mayor and City Council that the unit price per ton of $68.88 for a requested amount up to 3,200 tons, totaling the amount of $220,416.00 be accepted. Approximately $200,000 to be paid from Motor Fuel Tax and approximately $20,416 from Central Services.

RESOLUTION

WHEREAS, the Department of Utilities requires the purchase of four (4) inch water meters for the installation of new fire services and meter replacements; and,

WHEREAS, the Badger meters offered by Midwest Meter Inc., offer the automatic meter reading technology that is compatible with the automatic meter reading system employed by the City of Quincy thus qualifying them as a sole source provider; and,

WHEREAS, the City has received a written quote from Midwest Meter Inc. of Edinburg, Illinois, totaling $13,460.00 for the purchase of four (4) water meters; and,

WHEREAS, funding for these meters is available in the 2018/2019 fiscal year budget; now,

THEREFORE BE IT RESOLVED, the Director of Utilities and Engineering and the Utilities Committee recommend to the Mayor and Quincy City Council that normal bidding requirements be waived and the quotes of Midwest Meter Inc., of

Edinburg, Illinois, totaling $13,460.00 be accepted.

RESOLUTION

WHEREAS, the Quincy Fire Department is a necessary response agent to emergency situations at the Quincy Regional Airport; and

WHEREAS, the Federal Aviation Administration requires that aircraft rescue firefighting agencies provide minimum levels of training to all response personnel; and

WHEREAS, one aspect of this training is a “hot burn” which includes firefighting operations such as dealing with large fuel spill fires and aircraft firefighting and entry;

WHEREAS, the Quincy Fire Department must conduct this training on an annual basis to meet Federal Aviation

Administration Compliance requirements; and

WHEREAS, University of Missouri - Columbia Fire and Rescue Training Institute provided a quote in the amount of $18,200; and

WHEREAS, the Quincy Regional Airport’s approved FY19 budget appropriates funds for said training.

NOW, THEREFORE BE IT RESOLVED, the Fire Chief, the Director of Administrative Services and the Airport

Director recommend to the Mayor and City Council that the quote of $18,200 from University of Missouri - Columbia Fire and Rescue Training Institute be accepted.

Ald. Ernst withdrew his substitute motion.

On the roll call from the original motion the following vote resulted: Yeas: Ald. Sassen, Lepper, VanCamp, Reis, Heinecke, Holtschlag, Goehl, Entrup, Bergman, Bauer, Havermale. 11. Nays: Ald. Rein, Ernst. 2. Absent: Ald. Farha. 1.

ORDINANCE

Adoption of an ordinance entitled: An Ordinance In Connection With Rights And Responsibilities Related To Locally Imposed And Administered Taxes Of The City Of Quincy, Illinois.

Ald. Sassen moved to table this ordinance indefinitely, seconded by Ald. Ernst. Motion carried.

ORDINANCE

Adoption of an ordinance entitled: An Ordinance Amending Chapter 43 (Budget) Of The Municipal Code Of The City Of Quincy. (Capital Projects Fund Budget Policy (Fund 301))

Ald. Sassen moved to amend the Ordinance to read Section 43.22 instead of Section 43.21, seconded by Ald. Rein. Motion carried.

Ald. Sassen moved for the adoption of the ordinance, as amended, seconded by Ald. VanCamp, and on a roll call each of the 13 Aldermen voted yea, with 1 absent.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

Adoption of an ordinance entitled: An Ordinance Amending Chapter 43 (Budget) Of The Municipal Code Of The City Of Quincy. (Cash Reserves Policies)

Ald. Sassen moved the adoption of the ordinance, seconded by Ald. Havermale and on a roll call each of the 13 Aldermen voted yea, with 1 absent.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

Adoption of an ordinance entitled: An Ordinance Amending Title IX (General Regulations) Of Chapter 90 (Animals) Of The Municipal Code Of The City Of Quincy Of 2015. ($50 for a Live Animal Static Display)

Ald. Rein moved the adoption of the ordinance, seconded by Ald. Heinecke and on a roll call each of the 13 Aldermen voted yea, with 1 absent.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

ordinance adopted, seconded by Ald. Rein, and on the roll call each of the 13 Aldermen voted yea, with 1 absent. The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

Ald. Sassen, seconded by Ald. Rein, moved the reports be received and vouchers be issued for the various amounts and on the roll call each of the 13 Aldermen voted yea, with 1 absent. Motion carried.

MOTIONS

Ald. Sassen moved to allow a dumpster on city right-of-way in front of 2523 Maine beginning November 12th through November 26th. Motion carried.

Ald. Heinecke moved to close 5th Street between Hampshire and Maine, from 9:00 p.m. to 11:00 p.m. on November 17th to allow for a music video to be made. Motion carried.

Ald. Heinecke moved to let On The Rail, 129 S. 4th, have the band play till 11:00 p.m. on November 10th in the enclosed tent. Motion carried.

The City Council adjourned at 7:40 p.m. on a motion of Ald. Havermale. Motion carried.
