City of Mt. Sterling City Council met April 15.

Here is the minutes provided by the council:

Mayor Bradbury calls the general City of Mt. Sterling Council Meeting to order at 6:30 p.m. with roll call. ROLL CALL-Ernest absent, Schenk here, Myers here, Scranton here, Burge here, Jennings here.

Public Works Director Dusty Buss, Fire Chief Brian Gallaher, City Attorney Lonnie Dunn, City Administrator Vada Yingling, City Treasurer Cheryl Flynn, City Clerk Dane Flesner, and Police Chief Brandon Norris are all present.

Mayor Bradbury - I would like to entertain a motion to approve the March minutes.

Alderman Scranton makes a motion to approve the March minutes as presented, seconded by Jennings. Schenk yes, Myers yes, Scranton yes, Burge yes, Jennings yes, Ernest absent.

Alderman Burge makes the motion to approve March expenses, seconded by Scranton. Myers yes, Scranton yes, Burge yes, Jennings yes, Ernest absent, Schenk yes.

Guest/Citizens Opportunity to address the Council

Old Business - City Administrator Vada Yingling updated the council on the Main Street construction start date and schedule. No concerns or motions were made.

New Business - Brandon Gallaher spoke with council on the bid he presented in reference to doing the IT for the City of Mt. Sterling that Timbuktech currently provides. Gallaher Computers contract was for one year at a cost of $625 monthly. Everything currently offered from Timbuktech was included in this contract as well.

Alderman Scranton makes the motion to accept the bid as presented by Gallaher Computers, seconded by Schenk. Scranton yes, Burge yes, Jennings yes, Ernest absent, Schenk yes, Myers yes.

The next item on the agenda was approving Ordinance # 2019-4 annexing certain territory the City of Mt. Sterling had purchased. Alderman Schenk presented some maps and had a concern with the property lines of the property to be annexed. Alderman Schenk stated according to the drawings and tax payments he thought he owned a partial strip of land on the annexation map. After a discussion about the dispute on the drawings Mayor Bradbury tabled the approval of the Ordinance to give Alderman Schenk time to have it surveyed if he wished. The Mayor directed it be put on next month's agenda.

Alderman Scranton makes the motion to approve Ordinance #2019-5 adopting an expense reimbursement policy for the City of Mt. Sterling, Illinois, seconded by Jennings. Jennings yes, Ernest absent, Schenk yes, Myers yes, Scranton yes, Burge yes.

The Mayor and Alderman discussed the groups that collect donations at the four way construction. It was decided that it would be a case by case basis on how to handle with no motions being made.

Treasurer's Report - Cheryl presented her report with no questions, comments, or motions being made.

Public Work's Report - Public Works Director Buss presented his FY 2019-2020 MFT program to be approved by council.

Alderman Scranton makes the motion to accept MFT program as presented by Buss, seconded by Burge. Ernest absent, Schenk yes, Myers yes, Scranton yes, Burge yes, Jennings yes.

Committee Reports Ad Hoc - Airport - Cemetery - City Planning - Finance/Budget Fire - Lake/Lake Development - Personnel - Plan Commission -

Police - Alderman Myers makes the motion to approve Ordinance#2019-6 amending Mt. Sterling City Code Chapter 3, Article 1, General Regulations, Section 3-1-2 Definitions: Owners and by Adding Section 3-1-11 Adoption of the State Statute Humane Care For Animals Act, and by adding Article IV – Tethering, seconded by Scranton. Schenk yes, Myers yes, Scranton yes, Burge yes, Jennings yes, Ernest absent.

Street and Alley – TIF - Water/Sewer - Zoning - Zoning Board of Appeals -

Other Business

Alderman Burge makes the motion that the council has received and filed all reports for the 4/15/2019 council meeting, seconded Schenk. Jennings yes, Ernest absent, Schenk yes, Myers yes, Scranton yes, Burge yes.
