CONSENT AGENDA

7. Petitions:

7a. By Ron Snider Auto Sales requesting consideration of a Special Use Permit to allow for the expansion of a commercial parking lot on a residentially zoned property located at 3623 State Street to be referred to the Quincy Plan Commission, Zoned R1C. Ward 4

7b. By Quincy IL Solar 5, LLC requesting consideration of a Special Permit for Planned Development to allow for the construction and operation of a three-megawatt community solar project at 3909 Wisman Lane to be referred to the Quincy Plan Commission, Zoned M3. Outside City Limits / Near Ward 3

7c. By Tyler Meado requesting consideration of a Special Permit for Planned Development to allow for the operation of a small engine repair shop at 6201 Hickory Grove North to be referred to the Quincy Plan Commission, Zoned RU1. Outside City Limits / Near Ward 3

7d. By Jake Vahle requesting consideration for a Special Use Permit to allow for the construction and operation of self-storage units at 4314 Harrison Street to be referred to the Quincy Plan Commission, Zoned RU1. Outside City Limits / Near Ward 5

10. Resolutions:

10a. Public Works Director, Engineering Manager, Central Services Director, and Purchasing Agent recommending approval to sign the State of Illinois Central Management Services 2026-2027 Rock Salt Contract/Joint Participation Agreement for the purchase of road salt.

10b. Director of Public Works recommending approval of a one (1) year term contract renewal beginning on March 1, 2026, and ending on February 28, 2027 with Alliance Industrial Corporation of Quincy, IL for the monitoring of City of Quincy recycling drop-off locations and hauling of City owned roll-off containers from the collection sites.

10c. Director of Public Works recommending approval of the invoice in the amount of $13,802.66 from SERVPRO of Quincy and Hannibal for extensive back up sewage damage repairs at the property located at 4742 Caleb.

REGULAR AGENDA

11. Resolution:

11a. Mayor and Finance Committee recommending approval to spend $25,000 in funding from the City of Quincy Economic Growth Fund, generated by the city’s 1% Food & Beverage tax, to help with the cost of upgrading lights at QU Stadium for the 2026 Quincy Doggy Paddlers summer baseball season.

12a. Adoption Of An Ordinance Entitled: An Ordinance Granting A Special Use Permit For A Planned Development. (Allow for the operation of an adult day care facility at 1220 Broadway St). Ward 7

12b. Adoption Of An Ordinance Entitled: An Ordinance Granting A Special Use Permit For A Planned Development. (To allow for the demolition of two existing buildings at 2126 South 12th Street and to allow for the construction of two new buildings at 2126 South 12th St as part of the operation of a landscaping business). Outside City Limits, near Ward 6

12c. Second Presentation Of An Ordinance Entitled: On Ordinance Amending Chapter 42 (Administration Provision Relating To The City) Of The Municipal Code Of The City Of Quincy. (Deleting Section 42.044(B), Group Health and Hospitalization Plan).

12d. Second Presentation Of An Ordinance Entitled: An Ordinance Amending The 2025- 2026 Fiscal Year Budget. (Increase General Fund transfers to Capital Projects Fund by $725,000, Increase State Grants and Police Safety Equipment $21,600, Increase Airport Subsidy by $250,000, decreasing Airport/IDOT grants by $250,000.)

12e. First Presentation Of An Ordinance Entitled: An Ordinance Amending title VII (Traffic Code) Of Chapter 82 (Parking Schedules) Of The Municipal Code Of The City Of Quincy Of 2015. (Removing “No Parking” on west side of 18th Street between College 150’ south.) Ward 2

12f. First Presentation Of An Ordinance Entitled: An Ordinance Amending title VII (Traffic Code) Of Chapter 82 (Parking Schedules) Of The Municipal Code Of The City Of Quincy Of 2015. (Amend school no parking zones.)
