CONSENT AGENDA
(All items under the Consent Agenda are considered to be routine in nature and will be enacted by one motion. There will be no separate discussions of these items unless a Council Member so requests, in which event, the item will be removed from the Consent Agenda and considered as the first item after approval of the Consent Agenda.)
7. Petitions:
7a. Special Event Application from Brianna Rivera, Executive Director of the District requesting permission to hold the 2026 Blues in the District Concerts between 5:30 p.m. and 9:30 p.m. on the following Fridays: June 12th, June 26th, July 10th, July 24th, August 14th, and August 28th. Four “Accessible Parking Signs” are requested to be placed on the south side of Washington Park. The Quincy Police Department recommends approval of a Live Entertainment/Public Gathering License for the events. All required documentation has been submitted, and approval is recommended by the Department of Utilities & Engineering. Ward 7
7b. A Special Event Application from Brianna Rivera, Executive Director of the District requesting permission to hold a Farmer’s Market on the following dates: May 9th, May 30th, June 27th, July 25th, August 29th, September 26th, and October 31st, on the 6th Street Promenade. Closure of 6th Street, Maine to Hampshire Street from 7a.m. to 2:00 p.m. on the days of the event is requested. Applicant has requested “No Parking after 10p.m.” signs to be placed on 6th St the Fridays prior to the events, and the City to provide barricades to prevent traffic from exiting on to 6th St at Jail alley and Parking Lot I. The Quincy Police Department recommends approval of a Live Entertainment/Public Gathering License for the events The applicant has submitted all required documentation, and approval is recommended by the Department of Utilities & Engineering. 8. Resolutions:
8a. Fire Aldermanic Committee and the Fire Chief recommending approval of the invoice in the amount of $15,000 from Rescusa for preparing an individual for firefighter training in Structural Collapse Operations.
8b. Fire Aldermanic Committee and the Fire Chief recommending approval to pay expenses for one recruit’s attendance at the Spring 2026 Cornbelt Basic Operations Firefighters Academy, associated lodging and meal expenses, estimated to be $15,335.
8c. Fire Chief and the Fire Aldermanic Committee recommending approval to make a payment to FirstDue in the amount of $40,000 to enter into a recurring annual program license agreement, for the use of National Fire Incident Reporting System (NFIRS), the current license expires on April 30, 2026.
8d. Quincy Transit Lines Director, the Transit Advisory Committee, and the Comptroller recommending approval to approve a short-term loan of an additional $250,000 to pay operating expenses of the transit services.
